Civil and Sharia marriage in Dubai are two separate legal routes, and the religion of the couple decides which one applies. Non-Muslim couples can register a civil marriage contract before Dubai Courts, while Muslim couples marry under the Personal Status Law, through the court or an authorised marriage officer. Choosing the wrong route, or filing documents that do not meet the authority’s conditions, delays the contract. This guide compares the two routes, lists the published conditions and documents, and explains attestation for use abroad. For help with the paperwork around either route, see our personal legal services.

Civil and Sharia marriage in Dubai: what differs?

Key point: Civil and Sharia marriage in Dubai differ by religion. Civil marriage is a contract ratified before Dubai Courts for non-Muslim couples, without religious rites. Sharia marriage applies to Muslim couples. It requires the wife’s guardian where applicable, two witnesses and a premarital medical certificate.

The routes differ in who may use them, the governing law, the minimum age, the authority and the documents. Civil marriage is governed by Federal Decree-Law No. 41 of 2022 on Civil Personal Status and its Executive Regulations, Cabinet Resolution No. 122 of 2023. Sharia marriage is governed by Federal Decree-Law No. 41 of 2024 on the Personal Status Law, in force since 15 April 2025. Each law also sets the rules that later apply to divorce, inheritance and custody.

Civil marriage in Dubai: conditions

Dubai Courts accepts a civil marriage application only when the published conditions are met together:

  • Both parties are non-Muslims.
  • At least one party is a resident of Dubai.
  • Both are at least 21 years old.
  • The couple, or their legally authorised representatives, appear in person with original IDs.
  • Proof of single status is provided.

The Executive Regulations add conditions in Article 2: legal capacity, express consent from both parties, a marriage between a man and a woman, and no marriage between persons within the prohibited degrees of kinship. The wife must not have an existing marital relationship. The same applies to the husband if the law he is subject to does not permit polygamy, and in every case he must disclose any existing marital relationship. Neither a guardian nor witnesses appear among the Dubai conditions published by the UAE Government Portal.

Civil marriage: documents and steps

All documents are submitted as soft copies in PDF format. Documents in a language other than Arabic need a certified Arabic translation stamped by the UAE Ministry of Justice. Documents issued outside the UAE must also be certified by the Ministry of Foreign Affairs of the issuing country, the UAE embassy in that country and the UAE Ministry of Foreign Affairs and International Cooperation. Proof of single status means, for example, a final divorce certificate or the death certificate of a former spouse. See our guide to the documents needed for power of attorney notarization for how translation and attestation fit together.

1Confirm the conditions: both parties non-Muslim, both at least 21, and at least one resident in Dubai.
2Prepare PDF copies of the documents, including proof of single status, with certified Arabic translations and the attestation chain for foreign documents.
3Submit the application through the Dubai Courts marriage contract service, which the UAE Government Portal lists for online registration of civil marriage contracts.
4Both parties, or representatives holding a certified private power of attorney, appear in person with original IDs so that the identity details can be read.
5The parties appear before the judge or marriage officer, the contract is documented, and the parties receive it.

Sharia marriage in Dubai: conditions and steps

Under Articles 18 and 26 of the Personal Status Law, the contract is valid once its elements and conditions are met:

  • An offer and acceptance by the spouses, and the guardian’s offer if the wife is Muslim.
  • A non-citizen Muslim wife needs no guardian if the law of her country does not require one.
  • The spouses are specified and the wife is not prohibited to the groom.
  • The wife consents.
  • Two witnesses testify.

Dubai Courts adds that one party must be a citizen or resident of Dubai, both parties must be at least 18 lunar years old, and the witnesses must be male. Personal attendance is required, or a representative under a certified private power of attorney. Documents on the UAE Government Portal list include Emirates ID or passport (original and copy), proof of marital status, a medical fitness certificate for both parties and valid IDs of the two Muslim witnesses. A photograph and an entry visa may be requested. If the bride’s father is not Muslim, a certificate of consent from her country or mission may be required.

1Complete the premarital medical examination at an approved facility.
2Prepare the required documents.
3Book an appointment through the Sharia court, an authorised marriage officer or the online service.
4Attend with the bride’s guardian and the witnesses.
5The two parties, the official and the witnesses sign the contract.
6Pay the fees and receive the marriage contract.

Marriage by power of attorney

Both routes allow a representative in place of personal attendance. Dubai Courts asks for an official private power of attorney, and the UAE Government Portal notes that a power of attorney from a guardian who is abroad may be accepted. A power of attorney signed in the UAE is notarised before a notary public. One issued abroad goes through the certification chain described above and needs an Arabic translation. The agent acts only within the powers written in it, so the wording should be checked with the receiving authority before signing. Read more about general and special power of attorney and the full range of power of attorney services in the UAE.

Using the marriage contract outside the UAE

A contract issued in Dubai is usually not enough on its own abroad. The UAE Government Portal notes that most couples have the certificate attested by the UAE Ministry of Foreign Affairs, through the MoFA attestation service. Many destination countries then ask for further steps, such as legalisation by their own embassy or a certified translation, so check the destination’s rules before you start. Notarisation records the contract with the competent authority at signing, while attestation authenticates the document for another authority.

Official fees, durations and rejection reasons

Fees below are shown as published by the competent bodies and were checked in October 2026. They may change, so please verify them on the official source.

The Dubai Courts page does not separate civil and Sharia fees, and the UAE Government Portal gives no civil marriage fee for Dubai. Confirm the exact fee on the Dubai Courts service page before you apply.

Customary durations

  • Dubai: the UAE Government Portal presents the civil marriage service as a 24-hour service once the conditions and documents are in order.
  • Abu Dhabi: the standard service takes up to 10 working days and the urgent service is processed within one working day, according to ADJD.
  • Sharia route: no duration is published in the sources reviewed. In practice it depends on the medical certificate, the appointment, and the availability of the guardian and witnesses.
  • Documents issued abroad can lengthen any route, because translation and the attestation chain must be completed first.

These are customary ranges, not a promise of delivery time.

Common reasons a request is returned

  • Foreign documents without the full certification chain or the stamped Arabic translation. Avoid it by checking each step of the chain before filing.
  • No proof of single status, such as a divorce certificate or a former spouse’s death certificate. Avoid it by gathering the civil status documents first.
  • No party resident in Dubai. Avoid it by confirming residence before applying, or consider another emirate.
  • A party below the minimum age for the chosen route: 21 for civil marriage, 18 lunar years for the Sharia route.
  • Sharia route: no valid medical certificate from an approved facility. Results from non-approved facilities are not accepted.

Frequently asked questions

What is the difference between civil and Sharia marriage in Dubai?

Civil marriage is for non-Muslim couples and involves no religious rites, with the contract ratified before Dubai Courts. Sharia marriage is for Muslims and follows the Personal Status Law, with a guardian for a Muslim wife where applicable, two witnesses and a premarital medical certificate. Each route has its own law, documents and procedure.

Can a non-Muslim couple marry in Dubai?

Yes. Non-Muslim couples can register a civil marriage contract through Dubai Courts if at least one party is a Dubai resident, both are at least 21, they appear in person or through authorised representatives with original IDs, and they provide proof of single status. Documents must be submitted as PDF files with the required translations.

Does civil marriage in Dubai need a guardian, witnesses or a medical test?

The conditions published for Dubai civil marriage do not list a guardian or witnesses. The UAE Government Portal states that the premarital medical screening is mandatory for Sharia marriages of Muslims only and is not required for a civil marriage. Sharia marriage needs the medical certificate, two witnesses and, for a Muslim wife, the guardian’s offer.

What is the minimum age for each route?

For civil marriage in Dubai both parties must be at least 21 Gregorian years old, according to the UAE Government Portal. The Dubai Courts marriage contract service page states that for the Sharia route the engaged persons must be 18 lunar years old or above. Check the current wording on the service page before applying.

Can a marriage be concluded through a power of attorney?

Dubai Courts accepts a representative who holds an official private power of attorney instead of personal attendance, and the original ID must still be presented. A guardian abroad may also authorise someone else. A power of attorney issued outside the UAE needs certification through the foreign ministry, the UAE embassy and the UAE ministry, plus an Arabic translation.

Can a Dubai marriage contract be used abroad?

Usually not on its own. The UAE Government Portal notes that most couples have the certificate attested by the UAE Ministry of Foreign Affairs. Many destination countries then require further steps, such as embassy legalisation or a certified translation, so confirm the destination’s requirements before you start the attestation chain.

Conclusion

Civil and Sharia marriage in Dubai are both valid legal routes, and the couple’s religion decides which one is open. Each has its own law, conditions, documents and authority, and documents issued abroad need the full translation and attestation chain. Next step: confirm your route for civil and Sharia marriage in Dubai by religion, age and Dubai residence, then check the current document list on the Dubai Courts service page before you prepare any attestation.
